It may help cacheable pages, but it does not resolve every slow checkout or database bottleneck. Cart, checkout, account and session-dependent behaviour need appropriate cache exclusions. Existing caching is reviewed before another plugin or service is proposed.
Yes. The investigation starts with your current setup. Plugin changes or a hosting move are proposed only when supported by findings. Paid licences, infrastructure changes and work with third-party providers need an agreed scope.
